Troppe esternalizzazioni nelle aziende pubbliche

Agusta e AleniaAermacchi sono aziende aeronautiche del gruppo Finmeccanica, il cui azionista maggioritario è il governo. Da anni l’Agusta e, più recentemente, l’AleniaAermacchi, con la logica di ridurre i costi del prodotto, hanno esternalizzato all’interno delle proprie sedi, non solo le parti (meno importanti) come i servizi, ma anche le attività tecnologiche e produttive. Nessuno è contrario alla riduzione dei costi ma, come spesso succede, questo avviene attraverso un drastico peggioramento delle condizioni salariali, contrattuali dei tempi di lavoro.
Infatti, le aziende appaltatrici, a fronte delle esigenze produttive dettate da Agusta e da AleniaAermacchi che chiedono una disponibilità di 24 ore su 24 per 7 giorni la settimana, impongono ai lavoratori un’elevata flessibilità degli orari. Il risultato è sotto gli occhi di tutti: elevate ore straordinarie e turni di riposo non rispettati, contravvenendo a quanto previsto dai contratti e dalle leggi vigenti, la sola Agusta, con circa 5000 lavoratori, si avvicina ai 2 milioni di ore lavorate l’anno da altre aziende.
Il sindacato FLMUniti-CUB ritiene inconcepibile la situazione creatasi che comporta pesanti ripercussioni per i lavoratori a causa di: salari insufficienti, precarietà eccessiva, e, per l’eccesso delle ore straordinarie, alti rischi di infortuni. Di fatto, in queste aziende definite “di alta tecnologia”, convivono lavoratori di serie A che beneficiano dei diritti contrattuali conquistati con anni di lotte e, di fianco, lavoratori di serie B (delle ditte esterne) senza alcun diritto.
Solo in rari casi si è tentato di tutelare i lavoratori ex dipendenti che, con accordi sindacali, sono passati volontariamente alle aziende esterne, monetizzandoli con soldi pubblici. Con l’arrivo delle esternalizazioni gli orari di lavoro sono diventati ingovernabili e le responsabilità, in assoluto, sono delle aziende appaltanti perché controllano le entrate, e le rispettive uscite, di tutti i lavoratori, inclusi gli esterni. Queste aziende appaltatrici tendono a contenere le assunzioni per vantaggi economici e per rispettare i tempi di consegna del prodotto, si è creata in questo modo una situazione d’illegalità che non giustifica il prezzo pagato dai lavoratori per ridurre i costi ma che consente a Finmeccanica di dividere il fronte dei lavoratori riducendo la forza di contrattazione nelle vertenze, poiché un’elevata percentuale di forza lavoro è composta di una miriade d’aziende esterne diverse fra loro. Al contrario, il ripristino della legalità degli orari, obbligherebbe le aziende esterne ad alzare le richieste economiche delle prestazioni, costringendo Finmeccanica a rivedere la validità degli appalti stessi.
Riteniamo importante che le forze politiche si facciano carico di queste anomalie perché, se il governo è il maggiore azionista, i partiti sono quelli che lo costituiscono. E’ inammissibile che aziende importanti e statali come Agusta ed AleniaAermacchi sono le prime a calpestare le normative contrattuali e di legge.Sulla vicenda la FLMUniti-CUB, come categoria e confederazione, coinvolgerà le forze politiche in tempi utili. Ognuno ha le proprie responsabilità.

Agusta and AleniaAermacchi are companies aeronautics of the Finmeccanica group, whose majority shareholder is the government. From years the Agusta and, more recently, the AleniaAermacchi, with logic to reduce the costs of the product, they have given house outside inside of the own centers, not only the parts (little important) like the services, but also the technological and productive activities. Nobody is contrary to the cost reduction but, as often it happens, this happens through a drastic worsening of the conditions pays wages to them, contractual of the times of job.
